Wallet UX Improvement — Durable Nonces

Phantom's SDK needs better durable nonce support for offline signing flows. The bounty covers: 1) Retry logic for expired nonces, 2) Visual expiry countdown in transaction preview, 3) Docs and test coverage. Submit a PR to phantom-wallet/wallet-standard.
